Family says bicyclist killed in Southeast Portland rode his bike everywhere he went

One person was killed and a 17-year-old was injured when an SUV plowed into the bicycling pair in Southeast Portland early Friday morning, police said. Hours after the hit-and-run, an 18-year-old man was charged in the incident.

Family members identified the victim as 28-year-old Dustin Finney, a Portland Community College student. Family told KOIN's Araksya Karapetyan that Finney loved riding his bike--that he rode everywhere he went.

Just after 1 a.m., a motorist flagged a Portland police officer near Southeast Division and 87th, stating a bicyclist had been struck by a black SUV in the area. By the time authorities responded, Finney was pronounced dead, said Lt. Robert King, a police spokesman. He was not wearing a helmet.

Another cyclist, Kevin Phomma, 17, also told police he was struck by the driver. Phomma, a David Douglas High School student, was transported to an area hospital with non-life-threatening injuries, King said. Later in the afternoon Phomma returned to the scene of the accident and left flowers where Finney lay motionless several hours earlier. 

One man who witnessed the accident said the area seems to be troublesome.  

“It seems like every time we come out here, someone's getting shot or someone's getting stabbed, or people getting mowed down by cars," said Rico Soto. "It’s to the point that I'm just numb to the shock value of seeing a dead body out here."

Police set up a perimeter in the area and found the suspect dumped the SUV at 92nd and Southeast Powell. A K-9 was called in to search for the suspect, but he wasn't immediately found. About 10:30 a.m., Ashawntae Rosemon was taken into custody as the driver over the SUV.

Rosemon, 18, was taken to the Multnomah County Detention Center on charges of second-degree manslaughter, DUII, failing to perform the duties of a driver, vehicle assault of a pedestrian and reckless driving. Police are still seeking a second suspect.

The Major Crash Team and Forensic Evidence Team investigated the crash.

Police ask anyone who may have witnessed the crash call Portland police at 503-823-2216.

They are guilty of not notifying authorities. When you are in a vehicle involved in a crime you are required to stay there also. You would be the key witness to what did or did not happen. Its like going to the store with a friend who shoplifts something unknown to you. YOu are both going to be detained. Once its clear you were not involved they will let you go in either case.

"seeking a second suspect"? if you are a passenger in a car that hits someone are you some how guilty of a crime? even if they leave the scene, what control over the vehicle have they -none.

I rode a bike for 4 years and, trust me, bikers take precautions when on tha avenue. We take chances too, but ain't no one wantin' to git hit by no car. If tha report is true, tha driver needs to take his medicene -- prolly 120 months or so.

My prayers to the family of the injured and deceased. No I am not going to blame the bike riders. They know what they are faced with, same as walkers and other responsible auto drivers. Young adults are involved in way to many accidetns now days. Years back I was one for checking elderly drivers more often but the answer here is not more scrutiny of younger drivers. Its harsher penalties for those who mess up. Anyone who excuses what this man did on mental illness, a messed up life, or any other reason is the people who need to be blamed. This man needs to take his punishment like a man and we in society need to make sure our criminal justice system sends the correct message.

Also, my condolences to the family of the gentleman that passed. That is a horrible tragedy for anyone.

The guy that hit the cyclist was drunk and has no excuse for running off. He will pay the price. However, in general, I have seen way too many cyclist without lights at night. Cyclists also need reflectors. WE cannot see you, otherwise, until it might be too late. Cyclists need to follow the rules of the road like anyone else. Cars are bigger and if a cyclist is riding on the same road at night and the person driving the car cannot see you.... bam! I would like to see cyclists register their bikes and be inspected for properly running lights. Vehicles have to have lights at night. So do motorcyles. A car that doesn't have properly working lights is cited. I have also seen way too many cyclists making illegal and risky turns. Cyclists need to obey the rules of the road. Safety doesn't just apply to cars. It applies to cyclists, too.

I am not sure ANYONE is blaming the cyclist. it is a given that the driver is responsible, no comments necessary. sometimes there are things we can do, like, wear seat belts, wear bike/horse/skateboard/football helmets that could lessen our injuries in the event of any accident.

It's amazing that 4 out of 6 comments here allude to some responsibility borne by the cyclist! WTF! A jerk, who's already been charged with hit-and-run, drives over two cyclists in a bike lane and takes off!! The only person responsible here is the idiot driving the car. No excuses! No blaming society. No blaming his upbringing. No blaming his schooling. And NO BLAMING THE VICTIM!

I still do not understand why bicyclists do not wear helmets. maybe it would not have mattered in this case.

Condolences to the family and friends of the bicyclists. Pedestrians, bicyclists and drivers all need to be more aware and courteous to others. Nothing is so important to warrant being reckless and endangering the lives of others.
